Steel Plant Shutdown: Blast Furnace Reline Planning
Blast furnace operators aim for campaigns of 15 to 20 years between relines, and one 2008 reline was reported at a record 70 days of downtime. For other steel units there is no published interval or duration, so planning rests on gas, confined space and energy control rules plus your own history.
One furnace is not a norm; the 70-day figure shows what was achieved once, not what to expect.
How MaintWiz helps: Relines and mill stops need long-lead parts and a tight critical path. The MaintWiz shutdown module gives plant teams one plan for scope, schedule, permits, spares and execution, from the first work package to close-out. See the module · Get the data sheet

Fact block
What do public sources say about steel plant shutdowns?
A blast furnace is relined only once per campaign, which operators aim to stretch to 15 to 20 years, and one 2008 reline was reported at 70 days of downtime against over 80 days for the previous one. 1,2
Update for India: the Occupational Safety, Health and Working Conditions Code, 2020 came into force on 21 November 2025 and subsumes the Factories Act, 1948. The Act sections quoted on this page now have corresponding duties in the Code, and the Centre and the states are still issuing rules under it, so confirm the current rule for your state before you plan work. 8,9
| Item | What public sources say | Source |
|---|---|---|
| Usual term | Blast furnace reline for the major outage at the end of a campaign; other units use shutdown or planned outage | EU study, AIST |
| How often | Operators aim for blast furnace campaigns of 15 to 20 years between relines (EU study, 2001) | EU study |
| How long | One German blast furnace reline in 2008 was reported at a record 70 days of downtime, against over 80 days for its 1996 reline; a single furnace, not a norm | AIST |
| Other steel units | No public, vendor-neutral interval or duration found for electric arc furnaces, rolling mills, coke ovens or casters | Searched; see sources |
| Gas exposure limits | Carbon monoxide: NIOSH recommended limit 35 ppm over 8 hours (ceiling 200 ppm); OSHA limit 50 ppm; immediately dangerous at 1,200 ppm | NIOSH pocket guide |
| US regulatory driver | OSHA permit-required confined spaces (1910.146) and control of hazardous energy (1910.147) | OSHA 1910.146, OSHA 1910.147 |
| India driver | Factories Act 1948: a competent person must certify a confined space free of dangerous gas, fume or dust in writing before entry, or the entrant must use breathing apparatus with a rope held outside (section 36) | Factories Act 1948 |
Read with care. The reline figures come from one European study and one furnace. Do not apply them to other furnaces or units.
Reline
How long does a blast furnace reline take?
The only public figure found is one German blast furnace reline in 2008 reported at a record 70 days, against over 80 days for its 1996 reline, so there is no typical duration to plan against. 2
For a mill reline in mining, see mining shutdown planning.
Because a campaign runs 15 to 20 years, a reline is a rare event that most teams have never run, and lessons from the last one are the best planning data. 1 Plan it backward from the restart date using the method in how to plan a plant shutdown and the critical path in shutdown scheduling.
Software
Can software help with a steel plant shutdown?
Software can hold the permit, isolation and lockout records for many crews in one place and show the status of each job against the reline or shutdown schedule.

About MaintWiz. MaintWiz is an industrial AI platform with IoT, SAP integration and predictive maintenance (PdM) capabilities. Its shutdown and turnaround module helps plants plan, schedule, execute and close out shutdown work.
Also: product data sheet.
What the shutdown module covers
As described on the MaintWiz shutdown maintenance product page.
- Shutdown calendar and critical-path scheduling, with work order sequencing and dependencies
- Asset prioritization, so the most critical equipment is scoped first
- Resource planning for people, spares, heavy equipment such as cranes, and outsourced vendors
- Electronic permits to work, risk management and contingency plans
- Real-time progress monitoring: schedule adherence, cost variance, quality metrics and risk factors
- Step-by-step checklists, pre-restart testing protocols and post-shutdown analysis

Gas
What gas hazards must a steel shutdown plan cover?
Plans must cover toxic gas, and the clearest public numbers are for carbon monoxide: NIOSH recommends 35 ppm as an 8-hour average with a 200 ppm ceiling, OSHA's limit is 50 ppm and 1,200 ppm is immediately dangerous to life or health. 3
Entry into any permit-required confined space needs a written permit documenting the required measures. 4 Which areas can hold process or combustion gas is a site decision for the gas hazard assessment; this page does not list them. See permit to work during shutdown.
Isolation
How should isolation and lockout work across large crews?
Use group lockout with one authorized employee coordinating crews, transfer lockout protection in an orderly way at shift change, and exchange lockout procedures with outside contractors. 5

Boiler isolation is covered in annual boiler shutdown in India.
HSE adds that isolation certificates support the permit and should be cross-referenced to it. 6 More on handover and controls is in shutdown execution.
Checklist
What belongs on a steel plant shutdown checklist?
A steel plant shutdown checklist should cover the gas hazard assessment, confined space permits and certification, group lockout, shift handover, isolation certificates and a reline plan built backward from restart.
A free Excel version is available: Steel plant shutdown checklist (.xlsx).
| Check | Basis |
|---|---|
| Gas hazard assessment for every area where combustion or process gas can collect | Carbon monoxide is toxic at low concentrations; know the limits and who monitors |
| Confined space entry permit and atmosphere certification | OSHA requires an entry permit; the Factories Act requires written certification or breathing apparatus, and neither removes the need for atmospheric testing and rescue planning |
| Group lockout across crews with one coordinator | OSHA group lockout gives each person protection equivalent to a personal lock |
| Lockout continuity at shift change | OSHA requires an orderly transfer of lockout protection |
| Isolation certificates tied to permits | HSE guidance: certificates support the permit and should be cross-referenced |
| Reline plan built backward from the restart date | The 2008 reline shows the days can be cut, not that 70 is typical |
A working template based on the sources cited. The general list is the 40-step shutdown checklist.
FAQ
Frequently asked questions
How long does a blast furnace reline take?
No typical figure is published. One German furnace's 2008 reline was reported at 70 days against over 80 days in 1996. 2
How long does a blast furnace campaign last?
Operators aim for 15 to 20 years between relines, according to a 2001 EU study. 1
What is the exposure limit for carbon monoxide?
NIOSH recommends 35 ppm over 8 hours with a 200 ppm ceiling; OSHA's limit is 50 ppm; 1,200 ppm is immediately dangerous to life or health. 3
Is a confined space permit required in a steel plant?
Under OSHA 1910.146, entry to a permit-required confined space is authorized by an entry permit. In India the Factories Act requires written certification or breathing apparatus, and neither removes the need for atmospheric testing and rescue planning. 4,7
How does group lockout work?
A procedure gives each member of a group protection equivalent to a personal lock, with one authorized employee coordinating when several crews are involved. 5
What is the interval for rolling mills or arc furnaces?
There is no published interval. Use equipment makers' guidance and your own history.
Do isolation certificates replace permits?
No. HSE says they support the permit and should be cross-referenced to it. 6
What rules apply outside the US and India?
This page does not cover them. Check the law that applies where the plant is located.
