Annual Shutdown Planning India: Boilers and Overhauls
An annual shutdown in India is the yearly planned stop of a plant, and it is planned around statutory items such as renewal of the boiler certificate under the Boilers Act, 2025 and confined space and pressure plant duties under the Factories Act, 1948. This page gives the table of statutory items, a job list format and an invented 15-day plan.
How MaintWiz helps: Annual shutdowns need scope, permits and records ready for inspection. The MaintWiz shutdown module gives plant teams one plan for scope, schedule, permits, spares and execution, from the first work package to close-out. See the module · Get the data sheet

Vocabulary
What do annual shutdown, capital overhaul and statutory shutdown mean in India?
Annual shutdown, capital overhaul and statutory shutdown are plant terms rather than defined legal terms: an annual shutdown is the yearly planned stop, a capital overhaul is a large overhaul of major equipment, and a statutory shutdown is a stop made to carry out a legally required inspection.
Update for India: the Occupational Safety, Health and Working Conditions Code, 2020 came into force on 21 November 2025 and subsumes the Factories Act, 1948. The Act sections quoted on this page now have corresponding duties in the Code, and the Centre and the states are still issuing rules under it, so confirm the current rule for your state before you plan work. 5,6
| Term | How it is used | Status |
|---|---|---|
| Annual shutdown | A planned stop of a plant, usually once a year, for maintenance and statutory inspection | Plant usage; no legal definition found |
| Capital overhaul | A large planned overhaul of major equipment such as a boiler or turbine in a power plant | Plant usage; no authoritative definition found |
| Statutory shutdown | A stop made to carry out an inspection or test that a law requires | Plant usage; the requirement itself sits in the law that applies to the equipment |
| Boiler passing | The boiler being inspected and its certificate renewed | Plant slang, not a term in the Boilers Act; see the boiler page |
I searched for authoritative definitions of these terms in Indian law and found none, so the meanings above describe usage. What is legally required is set out for each kind of equipment, as the next section shows. See shutdown vs turnaround vs outage and the types of shutdown guide for how the words are used elsewhere.
Statutory table
What is a statutory shutdown in India?
A statutory shutdown is a stop made to meet a legal inspection or safety duty, and for most Indian plants the main duties are the boiler certificate under the Boilers Act, 2025, pressure plant and confined space duties under the Factories Act, 1948, and the state rules that supplement them. 1,3
| Equipment or activity | Law and provision | What it says | Source |
|---|---|---|---|
| Boilers | Boilers Act, 2025, sections 12 and 13 | The certificate authorizes use for no more than twelve months in the main case (twenty-four for a narrow economiser and unfired boiler case); when it ends, the owner applies for renewal and the competent person inspects within fifteen days of the application | Boilers Act 2025 |
| Boilers: in force | Gazette notification of 30 April 2025 | The Central Government appointed 1 May 2025 for the provisions of the Act to come into force | Boilers Act commencement notification |
| Boiler repairs | Boilers Act, 2025, section 10 | Repairs only with, among other conditions, certified welders, a boiler repairer where there are no in-house facilities, approval by a competent person, and safety of persons working inside ensured by the measures the regulations specify | Boilers Act 2025 |
| Pressure plant (factories) | Factories Act, 1948, section 31 | Effective measures must keep pressure plant within its safe working pressure; state rules govern examination and testing and vary by state | Factories Act 1948 |
| Confined spaces | Factories Act, 1948, section 36 | No entry to a confined space where gas, fume, vapor or dust is likely to be present unless a competent person certifies in writing that it is reasonably free, or the person wears breathing apparatus with a rope held outside | Factories Act 1948 |
| Portable lights | Factories Act, 1948, section 36A | Portable electric lights above 24 volts are restricted in such spaces | Factories Act 1948 |
| Hazardous processes | Factories Act, 1948, Chapter IVA (sections 41A to 41H) | A chapter on hazardous processes, with section titles covering disclosure of information by the occupier, the occupier's specific responsibility, emergency standards, permissible exposure limits, workers' participation and the right to warn of imminent danger; the text of these sections was not read for this page | Factories Act 1948 |
Software
Can software help with an annual shutdown in India?
Software can hold the job list with its statutory basis, the certificate dates and the schedule together, so mandatory jobs are visible and protected when the scope is trimmed.
About MaintWiz. MaintWiz is an industrial AI platform with IoT, SAP integration and predictive maintenance (PdM) capabilities. Its shutdown and turnaround module helps plants plan, schedule, execute and close out shutdown work.

What the shutdown module covers
As described on the MaintWiz shutdown maintenance product page.
- Preventive maintenance scheduling shared with the shutdown module, so certificate and inspection dates are visible before the freeze
- Gantt chart with the critical path and float
- Work packages with owner, crew, dates and permits
- Permits and isolations from ePTW on each work order
- Import and export with Excel, Primavera P6 and Microsoft Project
- Reports and tables behind the charts export to Excel

Job list
What should an annual shutdown job list format contain?
An annual shutdown job list should have nine columns: ID and tag, description, source of the job, statutory basis, trade and hours, duration and predecessors, permit and isolation, materials and tools, and status with an owner.
A free Excel file for this page: India annual shutdown format and boiler checklist (.xlsx).
| Column | What to enter | Why |
|---|---|---|
| ID and equipment tag | Unique job ID and the tag of the equipment | Links the job to asset history |
| Job description | What will be done, in one line | Reviewable scope |
| Source of job | Statutory, preventive, breakdown carry-over, modification, opportunity | Separates mandatory from optional work |
| Statutory basis | The law or inspection that requires it, if any | Protects statutory jobs from being cut |
| Trade, crew and hours | Craft, headcount, estimated hours | Feeds resource loading |
| Duration and predecessors | Days and the jobs that must finish first | Builds the critical path |
| Permit and isolation | Permit types and isolation points | Safety planning |
| Materials and tools | Parts, with stock or order status, and special tools | Readiness |
| Status and owner | Open, ready, in progress, done; named owner | Daily control |
Freeze the list at a set date and control additions. See shutdown scope management and the work package guide.
Worked plan
How do you plan a 15-day annual shutdown?
Plan a 15-day annual shutdown backward from the certificate and restart dates: the boiler work sets the critical path, the rest of the plant fits around it, and statutory steps are fixed hold points. 4
For sugar mills see sugar mill off-season maintenance.
| Days | Boiler | Rest of the plant | Statutory focus |
|---|---|---|---|
| 1 to 2 | Cool down, isolate and drain | Plant stop and isolation; open job-ready equipment | Lockout and isolation verified |
| 3 | Open drums, manholes; scaffold | Cleaning, scaffold, access | Confined space entry permits |
| 4 to 5 | Inspection of pressure parts and mountings | Turbine, pump and motor overhauls start | Findings logged; certificate expiry date confirmed |
| 6 to 10 | Repairs under approval | Mechanical, electrical and instrument jobs in parallel | Repairs approved; welder certificates checked |
| 11 | Box up and close | Reassembly, tool and debris check | Foreign-object check |
| 12 to 13 | Pressure test and inspection for certificate | Function checks and calibration | Renewal inspection by a competent person |
| 14 to 15 | Light-up and steam trials | Start-up in sequence | Restart review |
The example is invented to show the shape of a boiler-led stop; it is not a benchmark, and I found no public figure for annual shutdown duration in India. For the boiler detail and the critical path calculation see boiler shutdown in India and critical path and float.
Confined space
What does the Factories Act require for confined space entry?
Section 36 of the Factories Act, 1948 bars entry to a confined space where gas, fume, vapor or dust is likely to be present unless a competent person certifies in writing that it is reasonably free of them, or the entrant wears breathing apparatus with a rope held outside. 3
Section 36A restricts portable electric lights above 24 volts in such spaces. 3 State factory rules vary and add detail such as permit forms; use your site's entry permit system. See permit to work during a shutdown.
