Chemical Plant Shutdowns: Process Safety and Startup
For a chemical plant, the shutdown calendar is shaped by legal review cycles and by safety controls more than by a published interval: there is no published frequency or duration. OSHA's process safety standard fixes inspection, hazard analysis, change and pre-startup review cycles, and a 2018 CSB case shows what goes wrong at restart.
Sources are OSHA, UK HSE and the US Chemical Safety Board; Seveso III and other regional rules are not covered.
How MaintWiz helps: Process safety depends on isolations and permits that stay in step with the work. The MaintWiz shutdown module shows permits and isolations from ePTW on each work order and blocks closing a package while a permit or isolation is open. See the module · Get the permit register

What do public sources say about chemical plant shutdowns?
Public sources give no vendor-neutral interval or duration for chemical plant shutdowns, but they do set legal review cycles, permit and isolation practice, and a documented lesson from a 2018 startup after a turnaround. 1,2,5
For cement kilns see cement plant shutdowns.

Review cycles
Which process safety review cycles affect chemical shutdown planning?
OSHA's process safety standard sets inspection and testing frequency, a hazard analysis update at least every five years, change management, a pre-startup review, hot work permits and contractor duties, all of which feed the shutdown scope and gates. 1
For steel plants and blast furnaces see steel plant shutdowns.
For vessels, API 510 covers in-service inspection, repair, alteration and rerating of hydrocarbon and chemical process vessels. 7
| Element | Requirement | Effect on the shutdown |
|---|---|---|
| Inspection and testing | At a frequency consistent with manufacturers' recommendations and good engineering practice, and more often if experience requires (1910.119(j)(4)(iii)) | Sets which equipment must be opened in the window |
| Process hazard analysis | Updated and revalidated at least every five years (1910.119(e)(6)) | Findings can add work to the scope |
| Management of change | Written procedures for changes; replacements in kind excepted (1910.119(l)) | Governs modifications made during the stop |
| Pre-startup safety review | Before hazardous chemicals are introduced, for new and modified facilities (1910.119(i)) | The restart gate |
| Hot work permit | For hot work on or near a covered process (1910.119(k)) | Permits for welding and cutting |
| Contractors | Duties for selecting, informing, controlling and evaluating contractors, including turnaround work (1910.119(h)) | Workforce controls |
Software
Can software help with a chemical plant shutdown?
Software can hold permits, isolation certificates, contractor records and the restart checklist together, so the evidence for each gate is on one record.

Permits
How should permits, isolations and contractors be handled?
Use a written permit-to-work system for high-hazard maintenance, isolation certificates cross-referenced to permits, and a planned approach to contractors; HSE's guidance for the chemical and allied industries sets all three out. 2,3,4
See OSHA PSM turnaround rules for the US rules and HSG253 safe isolation for shutdowns for HSG253 and COMAH. See OSHA PSM turnaround rules for the US rules and HSG253 safe isolation for the UK.

HSG159 is aimed at small and medium chemical companies and sets out five steps: plan, choose, manage contractors on site, keep a check and review. 4 HSG250 warns that permit supervision thins out when many permits sit with one person, naming shutdowns as an example. 2 OSHA requires an entry permit before confined space entry is authorized. 6 Detail: permit to work during shutdown and contractor management.
Startup
What does a chemical plant startup after a turnaround teach?
The CSB's Kuraray report shows that a startup after a turnaround can injure people who are not part of the startup: 23 workers were hurt when an emergency relief discharge of ethylene ignited near nonessential contractors. 5
Pressure and leak tests before start-up are planned in hydrotest and leak test planning.
The CSB found welding by the nonessential contractors likely supplied the ignition source, that the company had an unwritten practice to exclude such workers but no formal exclusion zone, and that neither procedures nor operator training covered the conditions that should prompt exclusion. 5 See plant start-up after shutdown.
Checklist
What belongs on a chemical plant shutdown checklist?
A chemical plant shutdown checklist should confirm relief discharge locations, an exclusion zone for startup, trained procedures, permits, isolation certificates, entry permits and contractor control.
A free Excel version is available: Chemical plant shutdown checklist (.xlsx). Equipment guides: heat exchanger turnaround planning and hydrotest and leak test planning.

| Check | Basis |
|---|---|
| Know where each relief device discharges | At Kuraray the emergency pressure-relief system discharged ethylene through horizontally aimed piping into an area where contractors were working |
| Formal exclusion zone while hazardous material is reintroduced | Kuraray had an unwritten practice but no formal zone |
| Procedures and training say when to clear nonessential people | The CSB found neither covered the conditions that should prompt exclusion |
| Permit to work for high-hazard maintenance | HSG250 sets out the system for the chemical industry |
| Isolation certificates cross-referenced to permits | HSG253 says certificates support the main permit |
| Confined space entry permits ready | OSHA requires an entry permit before entry is authorized |
| Contractor selection, information and review | HSG159 five steps; OSHA 1910.119(h) |
